Search engines work on complex algorithmic formulas and calculations which ultimately determine the quality user experience that a web browser will experience when navigating to your site.
You will however get 'penalized' or sent to the back of the line when you spam on too many keywords on to your site-they call this keyword density- and a good percentage to go for is usually around 7% keyword density.
Using a scroll down menu with your keywords is not a bad idea as long as the page or article which it links to is highly targeted or 'relevant' and does not appear as 'tacky'.
Use phrases: if your keyword is "widgets" use stuff like "green widgets" or "widgets in red" etc... u get the idea.
Hope this helps,
References :
Join http://www.webmasterworld.com/ (yes its free)for the most invaluable source of info and advice regarding anything about the internet, incl SEO, marketing, traffic, linking etc..
