I dont see how search engine submission can be seen as spam. Submitting your sitemap to search engines increases your website awareness levels, because although Google pretty much rules the search engine world, there are countless others.
Submitting your site to search engines makes the search engines aware of you as will get your site crawled faster as you are doing it all at once.
Having your site listed on a search engine, does not constitute a link, essentially it just provides a doorway into your site. Usually, well for Google anyways, I know it takes around two weeks for your site to be fully crawled, obviously depending on size etc.

It depends on the service to be honest – many will submit your site to all sorts of small (and often but not always junk) directories that will end up with your email address being out in the wild and ready to be captured for spamming.
Personally nowdays I manually submit to Google, Bing and Yahoo but that’s all. That and pinging them with the xml sitemap details seems to be enough. Although having said that I have sites that I also link to new sites from.
All of these often means that the site is spidered by Google within 48 hours (and manytimes less than that) and starts to appear in the search engines a couple of days after that.
As others have said, just submitting the site is not enough, you need to optimise each page of the site for specific, relevant phrases – this is called SEO.
If you do that well you should end up featuring at the top of the search engine results and this is what will drive traffic to your site – although I would warn about just chasing traffic, would you rather have 1000 people a day look at your site and then go away or one person looking at the site and buying ? What you need to chase is relevant traffic that has "pre-qualified" themselves as prospective clients (of what ever you are selling) – this is done by making sure that the phrases that the pages are aimed at are relevant to the page.

well, to be honest, search engine submission service should not even exist. there is no need to submit to search engines anymore. seo companies or individuals that are charging their clients for such services are often using an automated tool to submit their client url to search engines which is nothing but total waste of time.
the whole idea of search engine submission was to get a site indexed on search engines. when google, yahoo, etc started, they didn’t have any database of site sof their own so they wanted site owners to submit their sites. just based on one submission, you could get ranked on search engines as there were not too many sites out there.
over time, lots of sites started popping up and google, yahoo, etc started having/modifying their search algorithms to provide their visitors more relevant search results. once the SEs started ranking the websites based on backlinks and relevancy of those links, SE submission became totally obsolete as SEs would find a site anyways by following the backlinks.
so in my honest view, you do not have to do any SE submission at all as it is no longer needed to get your site indexed. save the money to do some real promotion instead
